The wiki kind of assumes you've played both games, the succinct version is that the Alcohol Demon is the personification of all of Ethan Thomas' demons. He's technically a hallucination brought on by a cult called the Oro that's aiming to kill Ethan. Though he's vaguely on Ethan's side so obviously the Oro aren't that great at this.
The game calls him a hallucination, but he's definitely there in some physical sense as he impacts the environment and interacts with people and objects. He's almost an exact duplicate of Ethan with the exception of having a nasty scar down his throat, which is reminiscent to what Oro do to themselves to give themselves a sonic sound ability that Ethan has naturally. It's safe to assume that the Demon isn't just a copy of Ethan but some sort of construct made to resemble him.
Ethan is a Metro City police officer who trailed and caught a horrific serial killer in the first game, while simultaneously being hunted by a cult called the Oro. Ethan experiences a lot of supernatural events in the first game that aren't full explained, but sets up for the sequel that's basically all supernatural stuff. In the sequel, Ethan has become an alcoholic, he refuses to associate with the Metro Serial Crime Unit anymore, and he's basically a homeless drunk who lives in an abandoned building. He's forcibly brought back to the SCU when they receive a call from someone associated with the serial killer from the first game who asks for him specifically.
The Alcohol Demon pops up again and again to encourage him to drink more while also giving him hints about his true purpose in a backhanded manner. His advice is actually helpful, it's just couched in a way to make Ethan hate him.
Personality:
Basically the Demon is the only one in the entire game that knows what the hell is going on. He was created by the Oro to dissuade Ethan from progressing to his true calling, but he spends the entire game pretty much helping him and pointing out things he should be doing. He also serves as part of the in-game tutorial, so he's a pretty helpful guy.
However he's caustic, sarcastic, easily bored, and has a penchant for violence. He attacks without provocation and won't back down from a fight. He has no qualms about killing people, or any morals to stop him from doing so. He's a horrible enabler, and if he had his way everyone would just give in to their vices and the world would be a happier place.
He's easily frustrated but also endlessly smug. He just wants people to admit their flaws and then either fix them, or stop bitching about them. He's willing to help with either, especially if the problem requires bludgeoning someone to death or drinking copious amounts of alcohol.
As the personification of a specific person's vices, he has a pretty limited scope of understanding about emotions and only possesses a few himself. (Fear and Hope are not any of them, so that will be a shock to his system).
Ethan finds him annoying and a sign of his own crumbling mental state so he tends to ignore him. At one point the Demon physically attacks him when he refuses to drink and fuel his alcoholism, and Ethan seems to kill him, only to have him reappear later claiming that's exactly what he wanted, since by 'killing him' he effectively cured his alcoholism.
He likes to needle people until he finds out their secrets, so he can use it against them and make them question themselves, hopefully breaking them down so they'll admit even more to him. He appears and disappears at random, making it seem like he's not really there and a figment of Ethan's imagination, making him question his sanity.
Inventory: All his clothes are technically a part of him (they don't come off). He has a set of dog tags, a holster with 2 9mm pistols that each have a full clip (15 shots), a lighter and an SCU field kit - it's a pumped up smart phone that does video calls and blood analysis, it's also a spectrometer, a GPS, a camera and can send metal and fluid samples back to the lab. (His clothes. Ignore that this is Ethan, they're wearing the same thing.)
Also that mask actually is his face, it doesn't come off.
Abilities:
Telekinesis: he can throw things with his mind, nothing terribly large (tables and chairs) and can rip doors off hinges.
Phasing: He can phase in and out of existence, which looks like he's teleporting.
Summon Alcohol: He can summon glasses and bottles of alcohol out of nothing.
Mannequins: He can create immovable mannequins that block people's paths. They don't move if you're looking at them, but inch closer when you look away.
Baseball Bat: He has a baseball bat that he can summon at will. He can also throw it at people and it'll manifest back into his hand.
Posses Electronics: He can teleport into tvs and make them show whatever he wants (all in black and white and staticky though). He can also use tvs, phones and radios without touching them.
This isn't a power but it's worth noting that he doesn't eat, sleep or breathe.
Flaws:
He's violent, aggressive, he's killed someone, and he attacked the main character of the game because he wouldn't drink more. He's lit places on fire, caused havoc and caused Ethan to hallucinate. He also crashed a plane into a hunting lodge for absolutely no apparent reason.
Things he's good at are manipulating people and finding out their secrets.

The Demon shook his head, taking in the sludge piled in the sewers around him. Of course Ethan would be passed out in an alley, why wouldn't he be. It's not as if the Oro were closing in around him, waiting to snatch him up and force him to become their one true being.
"Hey fucker, you awake?" He nudged the disheveled former cop with his foot, without success. Turning to walk away he noticed someone else in the alley that he didn't recognize, laying on their back on the sidewalk. Almost casually he walked over to them, smashing his boot into their face until their skull split. He turned back to Ethan, waiting for something to happen. Getting no response he left him there, heading further into the alley. Soon tar was thick on the ground, tendrils of it spiderwebbing back and forth across the fire escapes, some thicker lumps indicating where people had been caught in it and had their lives choked out. But that wasn't what he was looking for.
A hissing sound and some movement out of the corner of his vision showed a mutated semi-human figure hunched over the gutter. Now that was more like it.
"Finally. Someone to play with." A baseball bat appeared in his hand, and he flipped it once before catching it and then tossing it with deadly accuracy at the figure's head. It scurried out of the way before getting hit which only enraged the demon more. Once again the bat was in his hand, and this time when he charged, he wouldn't let it get away. Another swing of the bat at the creatures knees took it down to the ground, a well placed curb-stomp to the legs kept it from getting up.
He tossed the bat aside, not watching as it disappeared on impact with the ground, and held his hand out. A bottle of bourbon appeared that he poured unceremoniously on the Oro creation at his feet. He turned and waked away, manifesting another bottle and pulling out a lighter. One less creature trying to kill Ethan extended the amount of time that the Demon had to mess with him.
Behind him the alley erupted into flames. Time to go wake up a certain SCU agent and convince him this was his fault.
